Modern legislation in the field of energy efficiency requires: documents related to the conduct of power audits should be available for residential premises. The preparation of the energy performance certificate of the apartment building if relevant and demanded service, it enjoys deserved demand.

Types of energy performance certificates

Today there are three types of energy performance certificates that are made for different types of structures where people live:

• Apartment house, apartment building. The customer is a management company or a partnership of homeowners;
• Commissioned building: a residential facility that is erected, or a building that has undergone renovation.
• The building already being operated, and the energy performance certificate is needed to carry out the repairs. In this case, it is allowed to use the means offered by the Fund for the promotion of housing reform. In this case, the preparation of the energy performance certificate is a prerequisite for allocating funds.

Who has the right to try themselves as customer for such services?

It is clear that these are tenants who own apartments. However, for a firm that will be engaged in providing services, ordinary residents do not have the right to act as customers. Law No. 261, which regulates the relationship in this area, states that the final document is issued exclusively for legal entities. Such entity is the organization of owners of apartment houses or similar associations of the citizens.

The goal of the tenants is to demand from their management company, at the moment when the issue of energy efficiency is raised, partnership of co-owners of housing to begin the preparation of such energy performance certificate, understanding how important and useful this document is for further functioning. And then the firms, which have the right to conduct works on energy audit, will eagerly conduct all the tests and issue all the documents.
